there is a difference between Catcalling / Harassing and approaching a girl then getting her number , you dont approach a girl you like or find good looking at a isolated place and with 2-3 friends of yours in a car and moving along withthem when they clearly are scared of you , you approach a girl in a public place alone , talk to her confidently and talk in a good manner , take her number or sit there with her after her approval , these are two different things
