It’d be given more episodes with filler “story of the week” storytelling or turned into a soap opera to stretch the core story into a full season. In some ways, yes it was… but in the grand scheme of things, the arc was probably meant to serve as character development for Eleven individually. It set her up for better understanding how to control her powers (emotionally) and tested her moral character, despite all that she’d been through. Eleven doesn’t want to inflict the same pain that she endured onto other people – much to the dissent of her ‘sister’ Eight and her crew, highlighting various flaws of humanity in two characters that for the most part suffered the same cruelties in childhood. That episode was necessary for the storyline. It also got to show a different part of 80s culture. Sure, maybe the other main characters weren’t in it, but that doesn’t mean it wasn’t just as part of the show as the other episodes were.
