This is the form of racism my parents practiced. They were racist towards groups but always, always kind and supportive to individuals of any race. The problem is, when they voted or talked about government policies, they were thinking in terms of groups instead of individuals. I think the underlying issue, in the situations he describes, is a lack of respect on a core level. A feeling of elitism at a fundamental level. Racism, along with misogyny, is seeing yourself as fundamentally better than not just another person, not just another class or another group, but an entire huge population of people living in extremely varied circumstances, classes, backgrounds, etc. They can’t even see the absurdity of such a thing, and the outward friendliness is a cheap and easy cover for it.
