10.1.2 Departments and agencies shouldn’t settle for bids from one another or from the provinces, municipalities, territories or Crown Corporations except the division, the grinch and christmas tree all over printed ugly christmas sweater company or Crown Corporation bidding is authorized by coverage or statute. Departments and companies could, pursuant to part 3 of the Contracting Policy, prepare transactions that contain the transfer of goods, providers or real property between departments, Crown Corporations, provinces, municipalities and the Territories. 8.1.1 The authority for departmental contracts is generally in the legislation constituting the department and conferring certain powers on the minister. This authority is strengthened by the Appropriation Acts passed by Parliament each year which, inter alia, provide funds to hold out the departmental mandate.
Subsection forty one of the Financial Administration Act provides for the institution of financial limits above which Governor in Council or Treasury Board approval is required. “Territorial Government” means all territorial authorities departments and all public businesses defined by the Financial Administration Act, S.N.W.T. 1987 , c.sixteen, Part IX and Schedules A, B, C, however excluding the Northwest Territories Power Corporation. 4.2.25 Contracting authorities may negotiate and approve worker takeover contracts as much as $10 million for both competitive and non-competitive contracts. However, every contracting authority should submit its first case over $1 million to Treasury Board for approval, to make sure that the division has established an enough process for handling worker takeovers, which meet government-broad requirements. See Appendix C. four.2.14 Contracting authorities cannot assume or acquire the powers or authority of any division, branch or agency of the Government of Canada to which they provide services such that they purchase larger powers and authority than those conferred by their own legislation or other applicable statutes or rules. four.
